Southwest Everett area of the City and to create a Local Improvement District to assess the cost and expense of carrying out such improvements against the property specially benefitted thereby; and WHEREAS, on May 6, 1981, the City Council passed Ordinance #782-81 creating Local Improvement District #707 to finance the construction of sewer improvements needed to serve Southwest Everett; and WHEREAS, on July 1, 1981, the Mayor was authorized to sign a DOE Grant Contract Agreement for up to $7.8 million for the South End Interceptor - Northern Segment; and WHEREAS, on July 29, 1981, the City Council passed Ordinance #795-81 relating to the combined water and sewer systems of the City of Everett, Washington, specifying and adopting a system or plan of additions to and betterments and extensions of the sanitary sewer facilities of that combined system; declaring the estimated cost thereof as near as may be; converting Local Improvement District #707 of the City to Utility Improvement District #1; authorizing the issuance and sale of approximately $17,500,000 of water and sewer revenue bonds to provide part of the funds necessary to carry out that system or plan; creating a construction fund and authorizing the issuance of interest-bearing warrants drawn upon such construction fund pending the sale of such revenue bonds; and WHEREAS, on March 17, 1983, the City Council adopted Ordinance # 930-83 establishing the final assessment roll for ULID #1. NOW, THEREFORE, BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: Section 1: A special construction fund is hereby established as Fund #359 entitled "Design and Construction of Southwest Everett Sewer ULID #1 Sewer Facilities" to accomplish the actions authorized in subsequent sections of this Ordinancce. Section 2: Authorization is hereby granted to the Director of Public Works under the administration of the Mayor to design and construct the following Sewer System improvements: A. Mukilteo Beach Interceptor. B. Pump Station #1. C. Southwest Interceptor. D. Southend Interceptor. E. Treatment Plant Headworks. The above mentioned improvements shall be connected one to the other and tc, existing sewer facilities as required to provide a complete operating system.
