The site plan is acceptable to Traffic Engineering as submitted. If any subsequent
modifications affect the new parking area or site access onto Evergreen Way additional
review will be required.
b. The Traffic Impact Analysis prepared by Gibson Traffic Consultants requires additional
support data. On Pg 1, Para 3 there is reference to a 35% pass-by rate applied to the trip
generation calculations for this project. The City of Everett has not reviewed or approved
the referenced analysis submitted to Snohomish County and WSDOT that argues for the
application of this factor. Traffic Engineering cannot approve the use of this factor until
we have reviewed the support data.
