The senior members of our proposed project team have decades of experience serving <br /> local government in the analysis of public works operations. Our team would be led by <br /> Alan Pennington, who leads our General Consulting Practice, and also includes two <br /> highly seasoned consultants (Robin Haley and Randy Owen) each with over 20 years of <br /> experience evaluating Public Works operations across the United States. <br /> Our firm has a unique place in the consulting industry as a fact-based firm.
