Qualifications Overview to Conduct a Public Works Assessment EVERETT, WASHINGTON <br /> Client Project Summary <br /> Ogden City, Utah In this study, the project team analyzed the facilities and <br /> fleet maintenance functions of the City. As these functions <br /> Management and Operations serve internal customers, the project team incorporated <br /> Study of the Fleet and input from each of the client departments. <br /> Facilities Division Recommendations included enhancement of the preventive <br /> maintenance program including the development of service <br /> Reference: objectives, scheduling and technology; the addition of two <br /> Janene Eller-Smith specialized trades mechanics; enhancement of the skills <br /> Deputy Director, Ogden Council training program, increasing accountability for technician <br /> (801) 629-8165 productivity, and others. <br /> White Plains, New York In this study, the Matrix Consulting Group conducted a full <br /> organizational and management review of all public works <br /> Management Audit of the functions. The project team determined that the <br /> Public Works Department organization had evolved into a structure that was <br /> excessively narrow, which was impairing its ability to review <br /> Reference: and approve projects, and to ensure their completion on <br /> John Callahan budget and schedule. Recommendations included the <br /> Chief of Staff conversion of one of the Deputy Directors to a professional <br /> (914) 422-1411 engineer position, with wider authority to approve projects <br /> and to delegate more authority to engineers in the field. The <br /> project team also recommended consolidation of code <br /> enforcement functions in the City, improvement of asset <br /> management procedures, establishment of policies and <br /> procedures, as well as many others. <br /> Cedar Rapids, Iowa The study developed over 250 recommendations for <br /> change to the City, including: asset management <br /> Operations Review of the preservation plans, inventories, condition assessments, <br /> Public Works Department etc.; maintenance management to plan and schedule work <br /> and hold supervisors and managers accountable; plan of <br /> Reference: organization; enhanced preventive maintenance program; <br /> Sandi Fowler enhanced utility cut management and inspection;enhanced <br /> Assistant City Manager construction inspection of public improvements constructed <br /> (319) 286-5077 as part of private development; cost effective service <br /> delivery through reductions in crew sizes; project <br /> management systems used for capital projects; and traffic <br /> engineering service delivery.
