Qualifications Overview to Conduct a Public Works Assessment EVERETT, WASHINGTON <br /> Client Project Summary <br /> Colton, California In this study, the project team conducted an analysis of the <br /> organizational structure of the Public Works Department, <br /> Organizational Study of the Water/Wastewater Utility, and Electric Utility with particular <br /> Public Works and Electric focus on the Administrative, Financial and Engineering <br /> Departments functions. Recommendations included creating an <br /> administrative department that supports the various <br /> Reference: divisions. We also recommended the creation of an <br /> David X. Kolk, Ph.D. Engineering Department with a City Engineer, and the <br /> Utility Director segmentation of the Water Utility into four divisions to <br /> (909) 370-6196 increase supervisory control. <br /> Spokane, Washington In this study the Matrix Consulting Group project team <br /> recommended a restructuring of municipal services to <br /> Organizational, Efficiency and better align service delivery to available revenue. Included <br /> Effectiveness Study within the study's key recommendations were the need to <br /> control benefits expenditures through collective bargaining, <br /> Reference: making new development pay for itself, increased cost <br /> Gavin Cooley effectiveness in the Department of Public Works (through <br /> Chief Financial Officer reduced crew sizes, insourcing and outsourcing, improved <br /> 509.625.6585 productivity), consolidation of services and staff in the <br /> Police Department, improved productivity among <br /> firefighters when not on calls or training, and streamlining of <br /> administrative services functions. In all, net cost savings <br /> were approximately$5 million per year. <br /> Northampton, Massachusetts The project team analyzed this full-service Department, <br /> including water and wastewater treatment, distribution and <br /> Organizational and collection maintenance and engineering services. Although <br /> Management Assessment of the Department had invested in several computerized <br /> the Public Works Department maintenance management systems in previous years, it <br /> was failing to maximize their use. The project team made <br /> Reference: recommendations related to consolidating these systems <br /> David Narkewicz, Mayor and enhancing the utility of the remaining CMMS. The <br /> (413) 587-1249 project team also made recommendations to enhance <br /> asset management, as well as infrastructure and facilities. <br /> A major recommendation in this well-functioning <br /> Department was the re-organization of divisions to achieve <br /> a better functional alignment, and to achieve more equitable <br /> spans of control. <br /> We would be happy to provide additional references for any of our prior studies upon <br /> request. <br /> Matrix Consulting Group Page 6 <br />
