Qualifications Overview to Conduct a Public Works Assessment EVERETT, WASHINGTON <br /> • Outsourcing philosophy of the Department; the services that are currently <br /> outsourced and additional candidates. <br /> Next, we will develop a detailed description of the services provided by the Public Works <br /> Department. Our focus will be on how services are delivered, staffed, and managed, as <br /> well as the costs associated with the delivery of those services. The development of this <br /> detailed description will be based on interviews with staff as well as collection of <br /> Departmental operating information and data, including the following: <br /> • The current organization of services provided by the Department, including: <br /> — The structure and functions of each unit; <br /> — The staffing levels of each function and division; <br /> — The basic job responsibilities for staff in these functions; and <br /> — The budgets for the current and three prior fiscal years at a level of detail <br /> showing the authorized budget for each division. <br /> • Documentation of all key operations, including: <br /> — Service scope and content; <br /> — Standard operating procedures in effect; <br /> — Record-keeping procedures; <br /> — How staff are scheduled and deployed; <br /> — Workload data; <br /> — Level of reporting of "routine work"; <br /> — Basic service levels; and <br /> — The extent of contracted services by type, size, cost, and methods utilized <br /> to administer and manage the contract. <br /> • Documentation of the current technology in use in the Department, including: <br /> — Geographical systems <br /> — Use of hand-held devices for reporting work and locations <br /> — Utility leak detection devices <br /> — Computerized maintenance management systems <br /> • Documentation of management systems available to support utility, street and <br /> facilities maintenance and equipment repair operations, including: <br /> — Financial reporting and budgeting systems; <br /> — Organizational business processes and procedures; <br /> — Performance monitoring systems; and <br /> • Documentation of the infrastructure maintained and repaired by the Department. <br /> For example, we would obtain the City's CIP and its latest Pavement Condition <br /> Assessment report (if one is available), any structural assessments for city <br /> facilities, replacement of equipment, and condition assessments for the City's <br /> distribution and collection systems. <br /> Matrix Consulting Group Page 17 <br />
