Qualifications Overview to Conduct a Public Works Assessment EVERETT, WASHINGTON <br /> Once these initial data collection activities have been completed, the project team will <br /> prepare a summary descriptive profile that presents our understanding of the current <br /> organization, staffing, operations and costs of the services provided by the Public Works <br /> Department. This profile will be circulated among staff for comment, to ensure the <br /> accuracy of our understanding. The profile will then be presented to the Department for <br /> review and comment. Once completed and reviewed, the profile information will provide <br /> the basis for analysis conducted and completed in subsequent study tasks. <br /> TASK RESULT <br /> This task will result in the development of a descriptive profile of operations in <br /> the Department. <br /> Compare Operations and Services to Those of "Best <br /> Management Practices." <br /> The purpose of this task is to evaluate the organizations in the context of best <br /> management practices in the profession. This benchmarking would focus both on <br /> quantitative and qualitative measures. We have presented some representative samples <br /> for street maintenance and management in the table below. <br /> Possible Best Management Practices <br /> The organization has written, long-range plan for street maintenance, preservation and repairs that <br /> contain an inventory of paved surface segments, their condition, and estimates of expected remaining <br /> useful life. <br /> As part of the organization's long-range plan, there is a plan to reduce maintenance that includes a list <br /> of major maintenance projects ranked by level of severity and urgency and estimates the costs for <br /> reducing existing backlogs. <br /> The organization has prepared a capital plan based on the long-range plan for paved surfaces with cost <br /> estimates based on each street segment's useful remaining life. <br /> The organization has established an adequate funding level for routine street maintenance. <br /> The annual maintenance plan is linked to capital and operating budgets. <br /> The organization's annual maintenance plan includes a labor-needs analysis to determine the total labor <br /> hours required to maintain the City's paved surfaces, as well as time estimates for unscheduled repairs <br /> and emergency work orders. <br /> The crew sizes utilized for routinely-performed maintenance activities such as pothole repair, shoulder <br /> repair, chip seal, etc., are appropriate to the work performed. <br /> Matrix Consulting Group Page 18 <br />
