Qualifications Overview to Conduct a Public Works Assessment EVERETT, WASHINGTON <br /> Possible Best Management Practices <br /> Streets are crack sealed on an ongoing basis in order to mitigate the penetration of water into to the <br /> street base. <br /> We would evaluate the programs and practices of each of the functions performed within <br /> the Public Works Department. The best practices utilized for comparison in this task <br /> would be based upon our accumulated knowledge and experience with efficient and <br /> effective organizations across the country, as well as through accepted industry <br /> benchmarks from such organizations as APWA, APPA, IFMA, and others. In completing <br /> this task we will use as one of the primary sources the latest version of the Public Works <br /> Management Practices Manual promulgated by APWA. <br /> Once the results have been completely analyzed, the project team would utilize them as <br /> a component in the definition of a detailed issue list that would highlight service level <br /> targets and operational similarities and differences between the maintenance-providers, <br /> which will lay the foundation for the outlining of assumptions in the following task. <br /> In addition, during this task, the project team would benchmark the staffing allocations, <br /> organizational structure and key operational practices against five to six comparable <br /> public works organizations. This comparative assessment will provide insight into how <br /> the City of Everett's structure, staffing allocations and key operating practices compare <br /> to other similar municipal public works operations. <br /> TASK RESULT <br /> This task will result in a comparison of Everett's Public Works Department <br /> operations to those of best management practices and comparable public <br /> entities. <br /> Conduct an Employee Survey and Stakeholder Interviews. <br /> The purpose of this task is to ensure that all staff within the Department and key <br /> stakeholders have an opportunity for input into the study. All department staff would <br /> receive an anonymous and confidential survey to allow them to provide input, based upon <br /> a set of questions designed by the project team, related to operational and work practices <br /> in the Department. Following the completion of the survey, the project team will <br /> summarize the findings of the survey and provide a copy to the City. <br /> In addition to the employee survey, the project team will work with the City of Everett to <br /> identify a list of key stakeholders — both internal and external to the City — for individual <br /> interviews. These stakeholder interviews would supplement those conducted during <br /> Task 1 and be targeted to discuss specific operational issues within the Department. <br /> Matrix Consulting Group Page 19 <br />
