Qualifications Overview to Conduct a Public Works Assessment EVERETT, WASHINGTON <br /> including: <br /> • Does the current approach to organizing public works services in the City foster <br /> accountability? <br /> • Is the current organizational structure appropriate for service delivery and what <br /> alternatives exist for realignment of organizational units to enhance or improve <br /> service delivery efficiency or effectiveness? <br /> • Are spans of control for functions in the component divisions too broad or too <br /> limited? <br /> • Are the plans of management organization for maintenance services in the <br /> Department providing adequate communication and coordination where needed? <br /> Does the current structure enhance shared knowledge and understanding? <br /> • Do maintenance functions in the City share resident complaint response <br /> mechanisms and reporting systems recognizing that these are often linked across <br /> infrastructures. <br /> • Do the plans of organization enhance career development opportunities, training, <br /> and recruitment and retention? <br /> • Do the plans of organization enable staff to provide better service to the public in <br /> terms of cycle times, user friendliness, performance management, quality control, <br /> and consistency? <br /> • Would alternative organizational structures provide more efficient or accountable <br /> service delivery? As part of this analysis, we would evaluate various alternative <br /> structures that have key functions (such as, but not limited to, engineering or <br /> finance staff assigned to central city operations (i.e. — general fund) with <br /> appropriate "charge-backs" made to Utilities enterprise fund for services provided. <br /> Where appropriate, we would also compare the overall organizational structure to that <br /> seen in other comparable public works operations in other communities to identify <br /> potential alternative organizational structures for consideration by the City. The end result <br /> of this analysis will be a proposed organizational structure for the provision of services <br /> and specific staffing levels to meet service demands. <br /> TASK RESULT <br /> The product of this task would be an organizational structure that promotes <br /> accountability, communication and efficient work flow in Public Works <br /> functions. <br /> Matrix Consulting Group Page 23 <br />
