North Sound Behavioral Health Organization <br /> Facilities and Recovery System of Care Plan Summary '`` <br /> February 2017 <br /> Capital Budget Request for 2017-19 Biennium <br /> The North Sound Behavioral Health Organization(BHO), on behalf of and supported by Snohomish, <br /> Skagit,Island, San Juan and Whatcom Counties, is requesting financial assistance over the next two <br /> biennia in order to phase in the funding and construction of the needed facilities. The capital request <br /> equates to about$6 million per county. Ongoing, operational funds for the expanded facilities will be <br /> provided from existing North Sound funding sources. <br /> Facility Estimated Status <br /> Cost <br /> (Millions) <br /> Skagit Stabilization Campus-Evaluation $6 Location will be in Skagit County. This <br /> and Treatment(E&T)Facility—Skagit would replace the existing E&T lease ends <br /> County in June,2018. The existing operator has <br /> 16 Bed experience in bringing up new E&Ts. <br /> Substance Use Disorder Intensive Inpatient $6 The proposed location of the two 16-bed <br /> Treatment Facilities-Everett (16-bed) facilities is the Denny Youth Center which <br /> Two 16 Bed Facilities Facility A is a county-owned building on county <br /> owned property. <br /> $6 <br /> (16-bed) <br /> Facility B <br /> Mental Health Triage-Bellingham $5 This would be a new facility which would <br /> 16 Bed replace the existing smaller Triage facility <br /> which is on county-owned land. <br /> Acute Detox-Bellingham $2 The existing Triage facility would be <br /> 16 Bed renovated to serve as the new Acute Detox <br /> facility. <br /> Long Term Substance Use Disorder $6 Replaces 16 of the 32 beds it is estimated <br /> Treatment Facility North Sound will need when Pioneer <br /> 16 Bed Center North closes in June,2018. <br /> Location to be identified. <br /> Skagit Stabilization Campus-Acute Detox $6 Locate adjacent to the E&T. Crisis <br /> 16 Bed—Skagit County Services and Case Coordination staff would <br /> also be located on the same campus. <br /> Triage/Sub-Acute Detox-West Skagit $4 Meets the need for access to services for <br /> County Island, San Juan, and West Skagit County. <br /> 8 Bed <br /> 2017-19 Biennium Total $41 <br /> BHO Funds to be Invested $8.5 <br /> Total Capital Budget Request $32.5. NOTE: Investment equates to just over$6 <br /> 2017-19 Biennium million per county. <br /> For 2019-21 biennium,the North Sound BHO is planning on a similar request for an additional$29 <br /> million for five additional 16-bed facilities and five recovery houses spread among the five counties. <br />
