As you indicated,some of the treads are uneven and should be shimmed and adjusted for <br /> uniformity.(Section 304.10 IPMC and section 1009.7.4 IBC) <br /> A guard should be installed at the open side of the stairway where a fall hazard exists.(Section 307.1 IPMC) <br /> The concrete stairway that serves the lower units adjacent to this upper stairway was observed to lack a required <br /> handrail.(Section 307.1 IPMC) <br /> Permits are required for this repair work(Section 105:1 IBC) <br /> The work conducted without permit is a violation of code.(Section 1061 IPMC) <br /> Thank you for the opportunity to assist In this matter <br /> Ted Budden <br /> Chief Inspector <br /> Everett Building Division <br /> From: Cynthia Keirsey <br /> Sent: Wednesday,May 27, 2015 9:31 AM <br /> To:Tony Lee; Ted Budden <br /> Subject: Unsafe stairs at 3217 Norton Ave, CE15-0254. <br /> Tony&Ted, <br /> I have been working on the repairs that are needed to the stairs at the apartment building at 3217 Norton Avenue.The <br /> owner repaired the steel and concrete stairs without a permit being issued or approval.The top and bottom treads are <br /> uneven and no guardrail exists on one side.This stairway is at the back of the building and is secondary and not the main <br /> egress from the front of this upper floor unit. The owner and property manager are not returning my calls and I am <br /> ready to issue a violation citation to gain compliance. Please review the pictures in CRW CE15-0254 and let me know <br /> how to proceed.Is the stairway unsafe or dangerous?Should we close it and/or post it unlawful?The tenant in this unit <br /> advised me that he has fallen on the stairs twice. <br /> Cindy K <br />
