Conclusion: No noise, smoke, dust, odor, glare, visual blight or other undesirable impacts are <br /> anticipated as a result of the proposal. <br /> 9. Consistency with the goals and policies of the Everett General Plan for the area and land <br /> use designation in which the property is located. <br /> Finding: The site is designated 1.2, Single Family Detached on the City of Everett's Comprehensive <br /> Plan map. The Comprehensive Plan contains a policy that encourages co-locating utilities,where <br /> possible, in order to minimize environmental disturbance. This project will result in co-location of <br /> wireless communication utilities on an existing water tank and small equipment shelter on-site. <br /> Conclusion: The co-location and use of the property is consistent with the General Plan. <br /> 10. Compliance with the provisions of this Ordinance and other City, State and Federal <br /> regulations. <br /> Finding: All necessary City of Everett construction permits must be obtained for the proposal prior <br /> to construction. <br /> Conclusion: The proposal will comply with the provisions of the City's Zoning Code and the <br /> applicant must obtain any required State and/or Federal permits. <br /> 11. Accessibility to public transit, and traffic reduction measures proposed by the applicant <br /> to reduce dependence of the proposed use on the automobile. <br /> Finding: The facility is unmanned. <br /> Conclusion: Traffic to the site is minimal,therefore no additional traffic reduction measures were <br /> proposed. <br /> SPU SPECIFIC EVALUATION CRITERIA: <br /> Subsection 41.150.D.1.b. of the Zoning Code - Special Property Use Permits - contains specific <br /> evaluation Criteria for"Above Ground Utility and Communication Facilities". <br /> Findings: <br /> (1) Screening will be achieved through placement of perimeter landscaping and painting of <br /> equipment to match the existing water tank. <br /> (2) The proposed antennas will be located on an existing water tank structure and will not result in <br /> the need for a new, self-supporting structure. <br /> (3) The proposed antennas will be located on an existing structure and will not result in the height of <br /> the existing structure being increased. In general, the Zoning Code encourages locating major <br /> above-ground utilities on existing utility poles or structures. When existing facilities are used or <br /> replaced, addition to or replacement of existing structures may exceed the height of the existing <br /> facility by not more than twenty feet. <br /> • (4) Criterion not applicable; proposed antennas are utilizing existing water tank structure. <br /> (5) All supporting equipment will be located in a new equipment shelter which will feature <br /> perimeter landscaping. Antennas and the equipment shelter will be painted to match the existing <br /> water tank. <br /> (6) Criterion not applicable; the proposed antennas will be attached to the water tank hand rails with <br /> a maximum height of 59' and the existing water tank is 82.4' in height. <br /> SPU 161104 <br />
