3. The impact of traffic generated by the proposed use on the surrounding area, <br /> pedestrian circulation and public safety; and the ability of the proponent to mitigate <br /> such potential impacts. <br /> Findings: The facility is unmanned with the only proposed traffic generation coming <br /> from routine maintenance. <br /> Conclusions: No adverse traffic impacts are anticipated by the proposal.Pedestrian <br /> circulation and public safety will not be impacted by the proposal. <br /> 4. The provision of adequate off-street parking,on-site circulation, and site access. <br /> Findings: Access to the site can be provided directly from the public street.A new 12' <br /> wide access road and 8' x 10'vehicle turn-around will also be provided on site to <br /> accommodate maintenance access. <br /> Conclusion: Off-street parking is not required. On-site circulation and site access is <br /> adequate. <br /> 5. Compatibility of proposed structures and improvements with surrounding <br /> properties,including the size,height,location,setback and arrangement of all <br /> proposed buildings and facilities, especially as they relate to light and shadow <br /> impacts on more sensitive land uses and less intensive zones. <br /> Findings: The proposed facility is utilizing an existing 82.4' tall City-owned water tank. <br /> The three antennas will be affixed to the existing water tank handrails and reach a <br /> maximum height of 59'. All mounted equipment will be painted to match the water tank. <br /> The supporting equipment will be located in a new 8' x 8' equipment shelter on the <br /> subject property. The shelter will be approximately 12 feet in height. The shelter will be <br /> setback 5 feet from north property line,5 feet from the west property line,47 feet from <br /> the south property line(75th Street) and approximately 127 feet from the east property <br /> line(Olympic Drive). The shelter will have siding that will be painted to match the water <br /> tank. <br /> Conclusion: The antennas and associated mounting equipment and the equipment <br /> shelter are relatively small in comparison to the water tank and accessory buildings on <br /> surrounding properties. <br /> 6. The number,size and location of signs,especially as they relate to more sensitive <br /> land uses. <br /> Finding: No signage is proposed. <br /> Conclusion: Not applicable. <br /> SPU 16-004 <br /> Page 2 <br />
