FLOOD FRINGE OVERLAY/ZONING DISTRICT <br /> The requirements of this district are in addition to those contained <br /> in the basic underlying zoning district except for Smith Island <br /> where the Flood Fringe Zoning District controls in conjunction with <br /> the Shoreline Plan. <br /> 1. Permitted Uses <br /> a. Any use permitted in Section D. <br /> b. Any use consistent with Everett's Shoreline Master <br /> Program. <br /> c. Any use permitted in the underlying zone. <br /> 2. Development Standards for Permitted Uses <br /> a. The first floor of structures shall be two (2) feet above <br /> the regulatory flood protection elevation. <br /> b. The fill shall be two (2) feet above the regulatory flood- <br /> protection elevation for a distance of fifteen (15) feet <br /> beyond any structure in any direction. <br /> c. Beyond fifteen (15) feet from any structure the fill shall <br /> be no lower than one (1) foot below the regulatory <br /> flood-protection elevation. <br /> d. Compliance with Federal Regulations Title 24 (CFR) <br /> Section 1910.3. <br /> 3. Conditional Uses- Flood Fringe <br /> The following uses and other similar uses may be permitted at <br /> an elevation below the regulatory flood protection elevation, <br /> upon compliance with Section G. <br /> a. Marinas, boat rentals, boat building and repair. <br /> b. Railroads, streets, utility transmission lines, and pipe <br /> lines. <br /> c.
