1 information supplied, or in violation of any ordinance or regulation of the Public Works <br /> 2 Department. <br /> 3 Section 8: RIGHT OF ENTRY. The Director of Public works or his designee <br /> 4 is authorized to enter at all reasonable times any building, structure or property for <br /> 5 which a permit has been issued by, or on the behalf of, the Public Works Department or <br /> 6 any building, structure or property reasonably related thereto for purposes of making <br /> 7 inspections and/or taking corrective action. In all other cases, unless entry is consented <br /> 8 to by the owner or person in control of the building, structure or property in question, <br /> 9 the Director of Public Works or his designee prior to entry shall obtain a search warrant <br /> 10 authorized by the laws of the State of Washington. <br /> 11 Section 9: NON-EXCLUSIVE PROVISIONS. Penalty and enforcement pro- <br /> 12 visions provided in this ordinance shall not be exclusive, and the City may pursue any or <br /> 13 all remedies or relief deemed appropriate. <br /> 14 Section 10: SEVERABILITY. If any section, clause, sentence or phrase of <br /> 15 this ordinance should be held invalid or unconstitutional, the invalidity or unconstitu- <br /> 16 tionality shall not affect the validity or constitutionality of any other section, clause, <br /> 17 sentence or phrase. <br /> 18 Section 11: PURPOSE. It is expressly the purpose of this ordinance to <br /> 19 provide for and promote the health, safety and welfare of the general public, and not to <br /> 20 create or otherwise establish or designate any particular class or group of persons who <br /> 21 will or should be especially protected or benefited by the terms of this ordinance. <br /> 22 It is the specific intent of this ordinance that no provision nor any term used in <br /> 23 this ordinance is intended to impose any duty whatsoever upon the City or any of its <br /> 24 officers or employees, for whom the implementation or enforcement of this ordinance <br /> 25 shall be discretionary and not mandatory. <br /> 26 Nothing contained in this ordinance is intended to be nor shall be construed to <br /> 27 create or form the basis for any liability on the part of the City, or its officers, <br /> 28 employees or agents, for any injury or damage resulting from the failure of a permittee <br /> 29 to comply with the provisions of this ordinance, or by reason or in consequence of any <br /> 30 inspection, notice, order, certificate, permission or approval authorized or issued or <br /> 31 done in connection with the implementation or enforcement pursuant to this ordinance, <br /> 32 <br /> -3- <br />
