• <br /> 1 Section 9: SEVERABILITY. The invalidity of any article, section, sub- <br /> 2 section, provision, clause or portion or the invalidity of the application thereof to any <br /> 3 person or circumstances shall not affect the validity of its application. <br /> 4 Section 10: CITY LIABILITY.
