• ORDINANCE NO.3 7-� , • AN ORDINANCE ordering the construction and installation of certain improvements in the area of Campus Parkway, formerly know as 77th Way, between Evergreen Way and Casino Road in accordance with Resolution No. 2159 of the City Council; said improvements to include the construction of a 40-foot wide street; curbs and gutters; sidewalks on the Northeast side, and on the Southwest side from a point 199.98 feet East of Evergreen Way right-of-way West; a storm drainage system; traffic signal system at Evergreen Way; and a street lighting and underground wiring system; a 12-inch water main from Evergreen Way to Casino Road; a Regional Storm Detention System; property acquisition; to include all incidental material appurtenances and work necessary for a complete improvement; establishing Local Improvement District No. 711; providing that the payment for the improvement be made by special assessments upon the property in the district, payable by the mode of "payment by bonds"; and providing for the issuance and sale of local improvement district warrants redeemable in cash and local improvement district bonds. WHEREAS, by Resolution No. 2159, adopted August 25, 1982, the City Council declared its intention to construct and install certain street, water and Pigeon Creek Regional Storm Detention System and appurtenant improvements in the area of Campus Parkway, formerly known as 77th Way, between Evergreen Way and Casino Road in the City of Everett and to create a local improvement district to assess the cost and expense of carrying out such improvement against the property specially benefitted thereby, all in accordance with the plans and specifications prepared by the City of Everett Engineering Department, and fixed September 15, 1982 at 8:30 a.m., local time, in the Council Chambers of the City Hall as the time and place for hearing all matters relating to the proposed improvement and all objections thereto and for determining method of payment for the improvement; and WHEREAS, the City Engineer caused an estimate to be made of the cost and expense of the proposed improvement and certified that estimate to the City Council, together with all papers and information in his possession touching the proposed improvement, a description of the boundaries of the district, a statement of what portion of the cost and expense of the improvements should be borne by the property within the proposed improvement district, a statement in detail of the local improvement assessments outstanding or unpaid against the property in the proposed district, and a statement of the aggregate actual valuation of the real estate, including 25% of the actual valuation of the improvements in the proposed district, according to the valuation last placed upon it for the purpose of general taxation; and
