• <br /> ORDINANCE NO.3 7-� , • <br /> AN ORDINANCE ordering the construction and installation of certain <br /> improvements in the area of Campus Parkway, formerly know as 77th <br /> Way, between Evergreen Way and Casino Road in accordance with <br /> Resolution No. 2159 of the City Council; said improvements to include <br /> the construction of a 40-foot wide street; curbs and gutters; sidewalks <br /> on the Northeast side, and on the Southwest side from a point 199.98 <br /> feet East of Evergreen Way right-of-way West; a storm drainage <br /> system; traffic signal system at Evergreen Way; and a street lighting <br /> and underground wiring system; a 12-inch water main from Evergreen <br /> Way to Casino Road; a Regional Storm Detention System; property <br /> acquisition; to include all incidental material appurtenances and work <br /> necessary for a complete improvement; establishing Local Improvement <br /> District No. 711; providing that the payment for the improvement be <br /> made by special assessments upon the property in the district, payable <br /> by the mode of "payment by bonds"; and providing for the issuance and <br /> sale of local improvement district warrants redeemable in cash and <br /> local improvement district bonds. <br /> WHEREAS, by Resolution No. 2159, adopted August 25, 1982, the City <br /> Council declared its intention to construct and install certain street, water and <br /> Pigeon Creek Regional Storm Detention System and appurtenant improvements in <br /> the area of Campus Parkway, formerly known as 77th Way, between Evergreen Way <br /> and Casino Road in the City of Everett and to create a local improvement district <br /> to assess the cost and expense of carrying out such improvement against the <br /> property specially benefitted thereby, all in accordance with the plans and <br /> specifications prepared by the City of Everett Engineering Department, and fixed <br /> September 15, 1982 at 8:30 a.m., local time, in the Council Chambers of the City <br /> Hall as the time and place for hearing all matters relating to the proposed <br /> improvement and all objections thereto and for determining method of payment for <br /> the improvement; and <br /> WHEREAS, the City Engineer caused an estimate to be made of the cost and <br /> expense of the proposed improvement and certified that estimate to the City <br /> Council, together with all papers and information in his possession touching the <br /> proposed improvement, a description of the boundaries of the district, a statement <br /> of what portion of the cost and expense of the improvements should be borne by the <br /> property within the proposed improvement district, a statement in detail of the <br /> local improvement assessments outstanding or unpaid against the property in the <br /> proposed district, and a statement of the aggregate actual valuation of the real <br /> estate, including 25% of the actual valuation of the improvements in the proposed <br /> district, according to the valuation last placed upon it for the purpose of general <br /> taxation; and <br />
