FfYb <br /> 2 <br /> 3 AN ORDINANCE proposing an amendment to Section 4.13 of the Everett <br /> City Charter, adopted June 25, 1968, to allow the Everett City <br /> 4 Council to control the limits at which work to be done by contract <br /> or purchase of property shall be advertised for bid by City Council, <br /> 5 within the limits of State law; and submitting said proposed <br /> amendment for ratification by the electors of the City of Everett. <br /> 6 <br /> 7 <br /> 8 WHEREAS, Section 4.13 of the Everett City Charter presently requires that all <br /> 9 work to be done by contract or purchases of property in access of $2,000 shall be <br /> 10 advertised for bid; and <br /> 11 WHEREAS, the City Council of the City of Everett finds that inflation since <br /> 12 1968 has more than doubled the amount equivalent to $2,000 in 1968; and <br /> 13 WHEREAS, the City Council finds that the direct costs of advertising and the <br /> 14 indirect costs of administrative and staff time to prepare items for bid by Everett City <br /> 15 Council will be decreased by obtaining informal quotations and negotiating purchases <br /> 16 from qualified suppliers by City purchasing agents working under the supervision of the <br /> 17 Mayor and subject to audits by the State Auditor; and <br /> 18 WHEREAS, there are significant time delays in calling for bids by City Council <br /> 19 which will be decreased by informal administrative purchasing procedures which will <br /> 20 allow Police, Fire, and Public Works departments and other departments to more <br /> 21 economically provide services. <br /> 22 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 23 Section 1: Section 4.13 of the Everett City Charter which reads as follows: <br /> 24 <br /> "In all cases of work to be done by contract, or the purchase of property of <br /> 25 any kind, the council shall advertise for bids in the city official news- <br /> paper, unless the cost thereof shall not exceed $2,000.00, and unless the <br /> 26 council by resolution shall declare an emergency to exist. When such <br /> probable expenditure shall exceed $2,000.00, and no emergency shall be <br /> 27 declared to exist, the council shall publish notices in two (2) issues of the <br /> city official newspaper. The council, however, may reject any and all <br /> 28 bids; and nothing contained herein shall prevent the city from contracting <br /> for the doing of work with patented processes or from purchasing <br /> 29 patented appliances. The council shall regulate the matter of making bids <br /> and letting contracts by ordinance not in conflict with the other provi- <br /> 30 sions of this charter." <br /> 31 <br /> 32 <br />
