• • 1 is recommended to be changed to: 2 "In all cases of public works to be done by contract or the purchase of property of any kind, City Council shall advertise for bids in the City 3 official newspaper, unless the cost thereof shall not exceed $2,000 and unless the Council, by resolution, shall declare an emergency to exist. 4 City Council may by ordinance reduce or increase the said $2,000 limit subject to and in compliance with the laws of the State of Washington. 5 When advertising for bids by City Council is required, the Council must accomplish at least one notice of the call for bids in the City official 6 newspaper. The Council, however, may reject any and all bids; and nothing contained herein shall prevent the City from contracting for the 7 doing of work with patented processes or from purchasing patented appliances.
