• <br /> ORDINANCE NO. Err O.- sla,21 <br /> AN ORDINANCE creating a special <br /> construction fund entitled "1982 <br /> Block Grant Neighborhood Improvement <br /> Fund No. 354"; authorizing the construction <br /> of improvements as voted on by Council <br /> for Northeast Everett ($64,371) on <br /> March 10, 1982, Port Gardner ($64,371) <br /> on March 8, 1982, and Lowell ($38,488) <br /> on March 11, 1982, and authorizing <br /> $167,230 for these improvements. <br /> WHEREAS, the City Council has recognized the need to improve Lowell, Port <br /> Gardner, and Northeast Everett neighborhoods; and <br /> WHEREAS, the City Council has allocated from the 1982 Block Grant fund <br /> $167,230 to make the needed improvements and to be divided among Lowell, Port <br /> Gardner, and Northeast Everett Neighborhoods; and <br /> WHEREAS, the Lowell, Port Gardner, and Northeast Everett Neighborhood <br /> residents were asked to suggest improvements and then specify their priorities for the <br /> expenditure of Block Grant funds; and <br /> WHEREAS, numerous neighborhood meetings have been held, and the following <br /> neighborhood-wide meetings where residents voted were held in each neighborhood on <br /> the improvement projects to be recommended to City Council. <br /> - March 8, 1982, in Port Gardner. <br /> - March 10, 1982, in Northeast Everett. <br /> -March 11, 1982, in Lowell. <br /> WHEREAS, on March 17, 1982, the City Council approved Resolutions 2063 <br /> (Lowell), 2064 (Northeast), and 2065 (Port Gardner) authorizing the preparation of <br /> Plans and Systems Ordinance. <br /> NOW, THEREFORE, be it ordained by the City Council of the City of Everett, <br /> that: <br /> Section 1: A special construction fund is hereby established as Fund No. 354 entitled <br /> "1982 Block Grant Neighborhood Improvement Fund" to accomplish the actions <br /> authorized in subsequent sections of this ordinance. <br /> Section 2: Authorization is hereby given to provide for the development of contract <br /> plans, specifications and detailed cost estimates and construction required to provide <br /> the following: <br /> A. Lowell Neighborhood Improvements <br /> 1. Allocate $600.00 for neighborhood wide refuse clean-up project. <br /> 2. Allocate $4,000.00 for rodent control project including baiting of manholes. <br /> 3. Construct bicycle lane in one block area of Lowell: Estimated cost <br /> $4,000.00. <br />
