1 the ultimate objective of such appraisals, and public disclosure of performance <br /> 2 appraisals would not allow frank and uninhibited discussion of employee performance; <br /> 3 and <br /> 4 WHEREAS, the City Council finds that the performance appraisals are a private <br /> 5 communication between the supervisor performing the appraisal and the employee being <br /> 6 appraised; and <br /> 7 WHEREAS, performance appraisals do not constitute a final expression of policy <br /> 8 or an actual opinion of job performance which should be available for public review but, <br /> 9 rather, constitute an on-going opinion which may be subject to revision as the employee <br /> 10 improves or fails to improve in peformance; and <br /> 11 WHEREAS, public release of said performance appraisals, because of the above <br /> 12 findings, would clearly not be in the public interest and would substantially and <br /> 13 irreparably damage either the privacy of employees or would substantially and <br /> 14 irreparably damage the vital governmental function of improved performance by City <br /> 15 employees and open and effective communication between supervisor and employee <br /> 16 concerning performance; <br /> 17 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 18 Section 1: Section 8 of Ordinance No. 805-81 which reads as follows: <br /> 19 <br /> Section 8 - Performance Appraisal: <br /> 20 <br /> The personnel department shall provide a performance appraisal system <br /> 21 that shall take into consideration the job element or characteristics <br /> required to perform the job and to differentiate superior performance <br /> 22 from satisfactory performance. This performance appraisal system shall <br /> be approved by the Mayor for its adoption within the City. Although the <br /> 23 performance appraisal may be used as one of the evaluation tools for <br /> merit, its primary purpose is to initiate communication about the <br /> 24 employee's performance and the supervisor's expectations. <br /> 25 The performance appraisal is to be done at least once each calendar year <br /> and more frequently if necessary. <br /> 26 <br /> 27 is hereby amended in full to read as follows: <br /> 28 <br /> Section 8 - Performance Appraisal: <br /> 29 <br /> A. The Mayor is authorized to establish a performance appraisal <br /> 30 program for employees of the City of Everett that shall take into <br /> consideration the job element or characteristics required to <br /> 31 <br /> 32 -2- <br />
