. <br /> 4 <br /> 1 perform the job and to differentiate superior performance from <br /> satisfactory performance. Although the performance appraisal <br /> 2 may be used as one of the evaluation tools for merit, its primary <br /> purpose is to initiate communication about the employee's <br /> 3 performance and the supervisor's expectations. <br /> 4 B. All records of said performance appraisals shall be maintained by <br /> the department heads and/or the supervisor responsible to perform <br /> 5 a performance appraisal of an employee. Records regarding <br /> performance appraisals shall be used as working tools to initiate <br /> 6 communication between the appraiser and the person being <br /> appraised concerning his or her performance and the supervisor's <br /> 7 performance expectations and shall not constitute any part of the <br /> personnel file of employees of the City of Everett and shall not be <br /> 8 available for public inspection or copying pursuant to EMC 2.92 or <br /> RCW 42.17. Provided that the employee shall be entitled to a copy <br /> 9 of said performance appraisal at any time. Said employee and <br /> supervisor may agree that records of said performance appraisals <br /> 10 may be forwarded to the Personnel Department for inclusion in the <br /> employee's personnel file; otherwise said records shall remain in <br /> 11 the custody of the supervisor performing the performance appraisal <br /> and copies shall be forwarded to the Personnel Department for <br /> 12 monitoring and/or research purposes only. All records of <br /> performance appraisals which are over three years old shall be <br /> 13 destroyed; provided that employee and supervisor may agree that <br /> said records may be included in the employee's permanent <br /> 14 personnel file. <br /> 15 C.
