r <br /> 1 ORDINANCE NO. <br /> 2 <br /> AN ORDINANCE identifying and establishing appointive officer positions <br /> 3 in the City of Everett. <br /> 4 <br /> 5 <br /> WHEREAS, Section 4.4 of the Charter of the City of Everett authorizes the City <br /> 6 <br /> Council to establish appointive officer positions which are exempt from Civil Service; <br /> 7 <br /> and <br /> 8 <br /> WHEREAS, the City Council desires to designate said appointive officer <br /> 9 <br /> positions; and <br /> 10 <br /> WHEREAS, the City Council finds that in addition to the chief administrative <br /> 11 <br /> officers of the City and Department Heads designated by the Charter, that there are <br /> 12 <br /> other appointive officer positions in the City for managers or supervisors, certain <br /> 13 <br /> professional employees or employees with certain expertise, employees dealing with <br /> 14 <br /> privileged and confidential information, employees whose tenure is expected to be for a <br /> 15 <br /> limited time or purpose, and other appointive officers involved in policy making issues <br /> 16 <br /> whose positions are exempt from Civil Service jurisdiction; <br /> 17 <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 18 <br /> Section 1: The Mayor shall be the Chief Executive and Administrative Officer <br /> 19 <br /> of the City in charge of all departments and employees. The Mayor shall appoint and <br /> 20 remove all appointive officers and all employees under his jurisdiction or may authorize <br /> 21 <br /> a head of a department or officer responsible to him to appoint and remove <br /> 22 subordinates in such department or office. <br /> 23 Section 2: CHIEF ADMINISTRATIVE ASSISTANT. The Mayor, with the <br /> 24 approval of Council, may appoint and remove a Chief Administrative Assistant to <br /> 25 perform such administrative duties as may be designated by the Mayor from time to <br /> 26 time. <br /> 27 Section 3: DEPARTMENT HEADS. Department Heads are policy making <br /> 28 directors of departments with appointing and disciplinary powers, and budgetary <br /> 29 accountability. Designated heads of minor departments may function as division heads <br /> 30 within a major department organizationally. The Department Heads are as follows: <br /> 31 <br /> 32 <br />
