minor rail upgrades occurring within the 200-foot City Shoreline Overlay District.
Project activities occurring within the Shoreline Overlay District include rehabilitating
and extending a portion of the existing Track 104 (T-104) located in the Port's South
Terminal (see the site plan,in Attachment 2). Settlement has occurred along T-104,
making the track difficult for trains to negotiate. Approximately 1,100 LF of track will
be rehabilitated.
Rail upgrades at T-104 also include extending the existing track approximately 100 LF to
the northwest. The 100-LF track extension will be installed within the footprint of a track
that was previously removed by the Port for marine terminal maintenance work. Minor
utility protection/relocation may be required to accommodate the extension. The site
plan figures in Attachment 2 show the extent of work occurring within the City Shoreline
Overlay District.
3) Estimate the amount of fill and dredge material that would be placed in or removed
from surface water or wetlands and indicate the area of the site that would be
affected. Indicate the source of fill material.
No fill or dredging activities are proposed in surface waters or wetlands as part of the
Project.
4) Will the proposal require surface water withdrawals or diversions? Give general
description,purpose,and approximate quantities if known.
No surface water withdrawals or diversions are proposed as part of the Project.
5) Does the proposal lie within a 100-year floodplain? If so, note location on the site
plan.
Project activities will occur entirely in the upland area and will not occur within or
encroach upon the 100-year floodplain.
6) Does the proposal involve any discharges of waste materials to surface waters? If
so, describe the type of waste and anticipated volume of discharge.
No discharges of waste materials to surface waters would occur as a result of the Project.
b. Ground Water:
1) Will groundwater be withdrawn from a well for drinking water or other purposes?
If so, give a general description of the well, proposed uses and approximate
quantities withdrawn from the well. Will water be discharged to groundwater? Give
general description, purpose, and approximate quantities if known.
No groundwater would be withdrawn nor would water be discharged to groundwater as a
result of the Project.
2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example: Domestic sewage; industrial, containing the
following chemicals. . . ; agricultural; etc.). Describe the general size of the system,
the number of such systems, the number of houses to be served (if applicable), or the
number of animals or humans the system(s) are expected to serve.
No waste material would be discharged into the ground as a result of the Project.
Port of Everett—Marine Terminal Rail Upgrades g ;i
SEPA Environmental Checklist(WAC 197-11-960) 0 '% ` page 6 of 19
