Port , <br /> EVERETT <br /> MITIGATED DETERMINATION OF NON-SIGNIFICANCE(MDNS) <br /> PORT OF EVERETT <br /> Marine Terminal Bulkhead (Site A)Repairs <br /> SEPA File No.2016-01 <br /> DESCRIPTION OF PROPOSAL: The Port of Everett (Port) proposes to conduct shore protection maintenance <br /> and rock replacement, installation of strategically placed new steel piles (which requires removal of the existing <br /> walkway), and site specific sealing of the face of the bulkhead. All provide support and stabilization of the existing <br /> shore protection system.Each of these elements is described below. <br /> 1. Timber Bulkhead Stabilization: Up to(7)new 16"diameter steel piles will be driven immediately in front of the <br /> face of the existing timber bulkhead. They will abut the existing timber water and provide support of lost <br /> capacity for the deteriorating timber piles and wall. <br /> 2. Walkway Replacement: The existing timber building maintenance access walkway overhangs the top of the <br /> bulkhead and will be removed to allow for pile driving. The walkway will be rebuilt in kind within the same <br /> footprint as existing. <br /> 3. Rock Revetment Maintenance: The bulkhead will be reinforced by maintaining the rock armor by placing <br /> supplemental rock. <br /> Work is expected to begin in August 2016 due to the work window that allows in-water construction work(typically <br /> July 15th—February 15th)the project is expected to end in October 2016. <br /> PROPONENT AND LEAD AGENCY: Port of Everett <br /> LOCATION OF PROPOSAL: The project site is located at the Port of Everett's Marine Terminal (3500 <br /> Terminal Avenue) in Section 25, Township 29 North,Range 04 East,Willamette Meridian.The parcels affected are <br /> Snohomish County Tax Account Numbers 29053000201800, 29053000203400 and 29042500400200. <br /> DETERMINATION: The Lead Agency for this proposal has determined that it does not have a probable <br /> significant adverse impact on the environment.An environmental impact statement(EIS)is not required under RCW <br /> 43.21C.030(2)(c). This determination assumes compliance with federal and State law as well as City of Everett <br /> ordinances related to general environmental protection. This decision was made after review of a completed <br /> environmental checklist and other information on file with the lead agency. This information is available to the <br /> public upon request. <br /> It is the policy of the Port that,when undertaking an action involving the exercise of substantive SEPA authority,the <br /> Port shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more of the <br /> factors listed in Port of Everett Resolution 1046, Substantive Authority. <br /> Mitiaalion Measures <br /> 1. Habitat loss and fill area(total 1,600 SF) will be offset by using part of the 9,189 SF of remaining credits at the <br /> Union Slough tidal habitat restoration site. <br /> 2. The Port will implement the following Best Management Practices(BMPs): <br /> a. The Contractor will be responsible for the preparation of a Spill,Prevention, Control and <br /> Countermeasure(SPCC)plan to be used for the duration of the project.The SPCC shall be submitted to <br /> and approved by the project engineer prior to the commencement of any construction activities.A copy <br /> of the SPCC plan with any updates will be maintained at the work site by the Contractor.The SPCC plan <br /> will provide advanced planning for potential spill sources and hazardous materials (gasoline,oils, <br /> chemicals, etc.)that the Contractor may encounter or utilizes as part of conducting the work.The SPCC <br /> plan will outline roles and responsibilities,notificatigns,inspection and response protocols. <br />
