6.2 Shoreline Stabilization <br /> 7. Shoreline stabilization measures shall be limited to the minimum size necessary. <br /> Findings: The project will modify the existing stabilization measures which includes a <br /> bulkhead and rock revetment. The bulkhead will be reinforced with the addition of up to seven <br /> steel piles. The revetment, which has deteriorated over the years,will be restored with <br /> placement of new rock. <br /> Decision: Following review of the application materials and the Shoreline Master Program <br /> regulations,the Planning Director finds the proposal consistent with the SMP and the Shoreline <br /> Management Act and therefore approves the Shoreline Substantial Development Permit No. <br /> SMP 16-004, subject to compliance with the following conditions of approval: <br /> 1. Construction permits, inspections,and final approvals are required for this project from City of <br /> Everett Public Services. <br /> 2. Temporary erosion control measures for construction activity must be operational prior to <br /> commencement of any clearing or earthwork. <br /> 3. Any grading on this site shall be done so as to not impact the surrounding properties or . <br /> adversely affect the waterways. <br /> 4. If any of the material and/or equipment used in bulkhead stabilization is transported to/from the <br /> site via public roads,and the vehicle exceeds legal dimensions for transportation in the right- <br /> of-way,please contact City of Everett Traffic Engineering to obtain the required oversize load <br /> permit. <br /> 5. If anything of possible archaeological interest is uncovered during excavations,the applicant <br /> must immediately stop work and notify the city and the Tulalip Tribes, and consult with a <br /> professional archaeologist who must inspect and evaluate the site. In the event that ground <br /> disturbing or other constructing activities result in the inadvertent discovery of the <br /> archaeological resources,work shall be halted in the immediate area,and contact made with the <br /> City of Everett,the office of the State Archaeologist (OAHP), and cultural resources office of <br /> the affected Tribes. Work must be halted until such time as further investigation and <br /> appropriate consultation is concluded. In the unlikely event of the inadvertent discovery of <br /> human remains,work shall be immediately halted in the discovery area,the remains covered <br /> and secured against further disturbance, and communication established with project <br /> administrative personnel, local law enforcement, OAHP, and authorized Tribal representatives. <br /> 6. Prior to construction permit issuance the applicant shall provide to the Planning Department an <br /> updated accounting of mitigation credits from the Union Slough Restoration which <br /> demonstrates there is sufficient credit available to meet the project's mitigation requirements. <br /> 0 r <br /> V5 <br />
