• <br /> WHEREAS, on August 6, 1981, the City received final reimbursement from <br /> D.S.H.S. for a total of $1,360,000 on Project Number 277603011 and Project <br /> Number 276190103, with the City paying $60,000 of this amount back, making <br /> D.S.H.S. total participation of $1,300,000 of which expenditures and revenues are <br /> reflected in Fund 410; and <br /> WHEREAS, on September 9, 1981, and October 7, 1981, the State of <br /> Washington Department of Social and Health Services under provisions of <br /> Referendums #27 and #38 made available $8,500,000 for the construction of a <br /> water filtration plant; and <br /> WHEREAS, on November 17, 1981, the City entered an agreement with the <br /> PUD #1 of Snohomish County providing for the construction and maintenance of <br /> the joint water and hydroelectric facilities and providing that the PUD contribute <br /> a minimum of $4.75 million toward the City's water filtration facilities. <br /> WHEREAS, the City Council of the City of Everett finds that in order to <br /> protect the health of users of City of Everett water and to comply with current <br /> state drinking water standards, it is necessary to improve the quality of Everett <br /> water by the construction of a water filtration plant and the City Council has <br /> received bids for the construction of the Lake Chaplain Water Filtration Plant in <br /> accordance with plans and specifications prepared by Gray and Osborne, Inc, <br /> Consulting Engineers; and <br /> NOW, THEREFORE BE IT ORDAINED BY THE EVERETT CITY COUNCIL THAT: <br /> Section 1: A special construction fund is hereby established as Fund No. 351 <br /> entitled "Design and Construction of Filtered Water System Improvements" to <br /> accomplish the actions authorized in subsequent sections of this Ordinance. <br /> Section 2: Authorization is hereby given to design and construct the following: <br /> A. Filtration and Treated Water Pumping and Transmission Facilities <br /> B. System Separation Facilities <br /> C. Emergency Treatment Facilities <br /> D. Sludge Disposal and Handling Facilities <br /> Section 3: The total estimated cost of the improvements herein authorized is <br /> $30,250,000 which will include all costs related to design, construction, contract <br /> administration, plan development, and associated costs. <br /> Section 4: The Public Works Director of the City of Everett under administration <br /> of the Mayor is hereby given the responsibility of conducting all tasks outlined <br /> under Section 2 above. <br /> Section 5: The sum of $30,250,000 is hereby appropriated to Fund No. 351 <br /> "Design and Construction of Filtered Water System Improvements" as follows: <br /> 1. Program ##186 $27,900,000 <br /> Filtration and Treated Water Pumping <br /> and Transmission Facilities <br /> 2. Program /1187 $ 1,350,000 <br /> System Separation Facilities <br /> 3. Program #188 $ 500,000 <br /> Emergency Treatment Facilities <br /> 4. Program #189 $ 500,000 <br /> Sludge Disposal and Handling Facilities <br /> TOTAL $30,250,000 <br /> Actual funds expended on each of the projects listed above may vary from the <br /> amounts indicated. Funds may be adjusted within the above designated programs <br /> to remain within the total budgeted amount. <br /> -2- <br />
