"Comprehensive plan" or portions thereof are those coordinated <br /> plans in preparation or which have been prepared by the City <br /> 2 Planning Commission and adopted by City Council for the physical <br /> development of the municipality, which designate, among other <br /> 3 things, plans and programs to encourage the most appropriate use <br /> of land and lessen congestion throughout the municipality, in the <br /> 4 interest of public health, safety and welfare. <br /> 5 E. "Dedication" is the deliberate appropriation of land by an owner for <br /> any general and public use, reserving to himself no other rights <br /> 6 than such as are compatible with the full exercise and enjoyment <br /> of the public uses to which the property has been devoted. The <br /> 7 intention to dedicate shall be evidenced by the owner by the <br /> presentment for filing of a final plat or short plat showing the <br /> 8 dedication thereon; and, the acceptance by the City shall be <br /> evidenced by the approval of such plat for filing by the City. <br /> 9 <br /> F. "Final approval" is the final official action taken by the City <br /> 10 Council on a proposed plat, subdivision or dedication or portion <br /> thereof that has previously received tentative approval. <br /> 11 <br /> G. "Final plat" is the final drawing of the subdivision and dedication <br /> 12 prefered for filing for record with the county auditor and con- <br /> taining all elements and requirements set forth in State law and in <br /> 13 this Title. <br /> 14 H. "Lot" is a fractional part of divided lands having fixed boundaries, <br /> showing of sufficient area and dimension to meet minimum zoning <br /> 15 requirements for width and area. The term shall include tracts or <br /> parcels. <br /> 16 <br /> I. "Official plans" are those official maps or map, or portions thereof <br /> 17 adopted by ordinance by the City Council as provided in RCW <br /> 35.63.110, as hereafter amended. <br /> 18 <br /> J. "Owner" is any person having property rights as a fee owner, <br /> 19 contractor, purchaser, mortgagee, or who controls a deed of trust <br /> as a beneficiary or grantor, which interest controls the disposition <br /> 20 of property. <br /> 21 K. "Planning commission" shall be that commission established by the <br /> City Council as provided in RCW 35.63.110, as hereafter amended. <br /> 22 <br /> L. "Plat" is a map or representation of a subdivision, showing thereon <br /> 23 the division of a tract or parcel of land into lots, blocks, streets <br /> and alleys or other divisions and dedications. <br /> 24 <br /> M. "Proposed Plat" is a neat and approximate drawing of a proposed <br /> 25 subdivision showing the general layout of streets and alleys, lots, <br /> blocks, and other elements of a subdivision consistent with the <br /> 26 requirements of this Title. <br /> 27 N. "Short plat" is the map of a short subdivision, showing thereon the <br /> division of land into lots, blocks, streets and alleys or other <br /> 28 divisions. <br /> 29 O. "Short Subidivison" is the division or redivision of land into four or <br /> fewer lots, tracts, parcels, sites or divisions for the purpose of <br /> 30 sale, lease, or transfer of ownership. <br /> 31 <br /> 32 <br /> -3- <br />
