"Planning commission" shall be that commission established by the <br /> city council as provided in RCW 35.63.110, as hereafter amended. <br /> 2 <br /> H. "Proposed plat" is a preliminary plan of the plat, subdivision or <br /> 3 dedication containing the elements and requirements as set forth in <br /> this title. <br /> 4 <br /> I. "Subdivider" is any person, firm or corporation proposing to make <br /> 5 or having made a subdivision. <br /> 6 J. "Subdivision" is an area of land which has been divided into lots, <br /> plots, tracts, or other divisions of land, and may or may not include <br /> 7 a map or maps, relating thereto, for the purpose, whether immedi- <br /> ate or future, of transfer of ownership, or for building develop- <br /> 8 ments, including all designations in street lines, public area bound- <br /> aries, lot lines, easements, rights-of-way, pavement widths, curb- <br /> 9 lines, location and size of utilities, and location and size of land <br /> area to be dedicated; provided, that this definition of a subdivision <br /> 10 shall not be including those divisions of land for agricultural <br /> purposes where each parcel is five acres or more in area and which <br /> 11 does not include new streets, easements, rights-of-way, or other <br /> provisions for necessary public areas and facilities. <br /> 12 <br /> K. "Tentative approval" is the official action taken on the proposed <br /> 13 plat, subdivision or dedication by the planning commission, meeting <br /> in official session. <br /> 14 <br /> L. "Short subdivision" is a division of land into four or fewer lots, <br /> 15 tracts, parcels, or sites. <br /> 16 M. "Short plat" is the map of a short subdivision, showing thereon the <br /> division of land into lots, blocks, streets and alleys or other <br /> 17 divisions. <br /> 18 N. "Short subdivision certificate" is a title report by a title insurance <br /> company certifying the ownership, deed restrictions, convenants <br /> 19 and other encumbrances of the land being subdivided. <br /> 20 <br /> be and the same is hereby amended to read as follows: <br /> 21 <br /> 22 DEFINITIONS: <br /> 23 A. "Binding site plan" is a drawing to scale identifying locations of all <br /> streets, roads, improvements, utilities, open space and any other <br /> 24 matter specified by the City of Everett for non-residential subdivi- <br /> sion. Such binding site plans are exempt from the requirements of <br /> 25 the Subdivision and Short Subdivision Ordinances. The <br /> requirements of SEPA Ordinance 753-81 (as is or is hereafter <br /> 26 amended) are to be followed, and the authorized site plan is to be <br /> filed for record in the Snohomish County Auditors office on each <br /> 27 lot, parcel or tract created pursuant to the Binding Site Plan. <br /> 28 B. "Block" is a group of lots, tracts, or parcels within well defined and <br /> fixed boundaries. <br /> 29 <br /> C. "City council" means the City Council, the legislative body, of the <br /> 30 City. <br /> 31 <br /> 32 <br /> -2- <br />
