• - • • • - • • 1 ORDINANCE NO. �r -27 2 AN ORDINANCE ordering the construction and installation of certain 3 street improvements in the area of Casino Road between Airport Road and Evergreen Way including portions of Hardeson Road (5th 4 Avenue W.) and Evergreen Way in accordance with Resolution No. 1964 of the City Council; said street improvements to include 5 right-of-way acquisition, roadway and sidewalk construction, curbs, gutters, stormwater and sanitary sewer system and improve- 6 ments to include all incidental material appurtenances and work necessary for a complete improvement; establishing Local 7 Improvement District No. 709; providing that the payment for the improvement be made by special assessments upon the property in 8 the district, payable by the mode of "payment by bonds"; providing for the issuance and sale of local improvement district warrants 9 redeemable in cash and local improvement district bonds; and providng for deferral of certain assessments. 10 11 12 WHEREAS, by Resolution No. 1964, adopted May 27, 1981, the City Council 13 declared its intention to construct and install certain street and appurtenant improve- 14 ments in the area of Casino Road between Airport Road and Evergreen Way including 15 portions of Hardeson Road (5th Avenue W.) and Evergreen Way in the City of Everett 16 and to create a local improvement district to assess the cost and expense of carrying 17 out such improvement against the property specially benefited thereby, all in 18 accordance with the plans and specifications prepared by the City of Everett 19 Engineering Department, and fixed July 1, 1981, at 7:00 p.m., local time, in the Council 20 Chambers of the City Hall as the time and place for hearing all matters relating to the 21 proposed improvement and all objections thereto and for determining method of 22 payment for the improvement; and 23 WHEREAS, the City Engineer caused an estimate to be made of the cost and 24 expense of the proposed improvement and certified that estimate to the City Council, 25 together with all papers and information in his possession touching the proposed 26 improvement, a description of the boundaries of the district, a statement of what 27 portion of the cost and expense of the improvements should be borne by the property 28 within the proposed improvement district, a statement in detail of the local improve- 29 ment assessments outstanding or unpaid against the property in the proposed district, 30 and a statement of the aggregate actual valuation of the real estate, including 25% of 31 32
