• <br /> • . , •a 't <br /> • <br /> • <br /> the actual valuation of the improvements in the proposed district, according to the <br /> 1 <br /> valuation last placed upon it for the purpose of general taxation; and <br /> 2 <br /> WHEREAS, that estimate is accompanied by a diagram of the proposed improve- <br /> 3 <br /> ment showing thereon the lots, tracts, parcels of land and other property which will be <br /> 4 <br /> specially benefited by the proposed improvement and the estimated cost and expense <br /> 5 <br /> thereof to be borne by each lot, tract and parcel of land or other property; and <br /> 6 <br /> WHEREAS, due notice of the above hearing was given in the manner provided by <br /> 7 <br /> law, and the hearing was held by the City Council on the date and at the time <br /> 8 <br /> above-mentioned and thereafter reopened after due notice on September 16, 1981, at <br /> 9 <br /> 7:00 p.m., and all written protests filed with the City Council on or before July 1, <br /> 10 <br /> 1981, date were duly considered and overruled and all persons appearing at the July 1 <br /> 11 <br /> and September 16 hearing wishing to be heard were heard; and <br /> 12 <br /> WHEREAS, the City Council has determined it to be in the best interests of the <br /> 13 <br /> City that the improvement as hereinafter described be carried out and that a local <br /> 14 <br /> improvement district be created in connection therewith; <br /> 15 <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 16 <br /> Section 1: The City Council of the City of Everett, Washington (the "City"), <br /> 17 <br /> hereby orders the acquisition, construction and installation of street and right-of-way <br /> 18 <br /> improvements described as follows: <br /> 19 <br /> 20 Casino Road, from Airport Road to Evergreen Way by the acquisition of <br /> necessary right-of-way and by the construction of a roadway system, <br /> 21 concrete sidewalks on both sides, curbs and gutters, storm sewer system, <br /> connections to existing water and sanitary sewer systems upon the <br /> 22 discretion and agreement of affected and benefited property owners, <br /> street lighting system, and a traffic light signal at the intersection of <br /> 23 Hardeson Road (a/k/a 5th Avenue W.), said systems and improvements to <br /> include all incidental material, appurtenances, and work necessary for a <br /> 24 complete improvement. <br /> 25 Hardeson Road (a/k/a 5th Avenue W.) from existing improved street at SR <br /> 526 south to Casino Road by the acquisition of necessary right-of-way <br /> 26 and by the construction of a roadway system, concrete sidewalks on both <br /> sides, curbs and gutters, storm sewer system, connections to existing <br /> 27 water and sanitary sewer systems upon the discretion and agreement of <br /> affected and benefited property owners, and street lighting system, said <br /> 28 systems and improvements to include all incidental material, <br /> appurtenances, and work necessary for a complete improvement. <br /> 29 Evergreen Way, from Casino Road south approximately 500 feet to <br /> 30 existing standard street improvements by the acquisition of necessary <br /> 31 <br /> 32 -2- <br />
