• <br /> • <br /> 1 right-of-way and by the construction of a roadway system, concrete <br /> sidewalks on both sides, curbs and gutters, and storm sewer system, said <br /> 2 systems and improvements to include all incidental material, appurten- <br /> ances, and work necessary for a complete improvement. <br /> 3 <br /> 4 Such improvements shall include the acquisition of property easements and <br /> 5 rights-of-way necessary to carry out the above improvements. <br /> 6 All of the foregoing shall be in accordance with the plans and specifications <br /> 7 therefor prepared by the City Public Works Department, and may be modified by the <br /> 8 City Council as long as such modification does not affect the purpose of the <br /> 9 improvement. <br /> 10 Section 2: There is hereby created and established a local improvement <br /> 11 district to be called Local Improvement District No. 709, which the boundaries of the <br /> 12 district is more particularly described as: <br /> 13 Beginning at the west quarter corner of Section 14, Township 28 North, <br /> 14 Range 4 East, W.M., thence North along the Westerly section line of <br /> Section 14 a distance of 1316.37 feet to the true point of beginning; <br /> 15 thence continuing North along said section line to its intersection with the <br /> Southerly right-of-way line of State Route 526; thence Easterly following <br /> 16 said Southerly right-of-way line to its intersection with the centerline of <br /> the Evergreen Way right-of-way; thence Southwesterly along said center- <br /> 17 line of Evergreen Way to the intersection with the North section line of <br /> Section 18, Township 28 North, Range 5 East, W.M., thence Easterly along <br /> 18 said section line to a point 258.40 feet, more or less, East of the <br /> Northwest corner of said section; thence Southerly a distance of 156.03 <br /> feet; thence S 31° 43' 45" W for 217.47 feet; thence S 00° 49' 00" E for <br /> 19 140.61 feet; thence N 58° 16' 15" W for 328.81 feet, more or less to <br /> 20 intersect with the centerline of Evergreen Way; thence Southwesterly <br /> along said centerline to a point of intersection with the projected <br /> 21 Southwesterly lot line of Lot 1, Beverly Garden Tracts, Division No. 1; <br /> thence northwesterly along said projected lot line and said lot line to the <br /> intersection with the North boundary of the Beverly Garden Tracts <br /> 22 Subdivision; thence Westerly along said subdivision's North boundary to <br /> 23 the intersection with the corporate limits of the City of Everett as it <br /> presently exists by ordinance; thence following said corporate limits to <br /> the center of Section 14, Township 28 North, Range 4 East, W.M., thence <br /> 24 North 0° 55' 36" West along the center section line a distance of 1316.37 <br /> 25 feet to the Northeast corner of the South half of the Northwest quarter of <br /> Section 14, Township 28 North, Range 4 East, W.M., thence <br /> 26 N 89° 48' 49" West a distance of 2636.351 feet to the true point of <br /> beginning. <br /> 27 All located in Everett, Snohomish County, Washington. <br /> 28 <br /> 29 Section 3: The total estimated cost and expense of the improvement is hereby <br /> declared to be $6,418,000. The entire cost and expense, less the proceeds of any state <br /> 30 <br /> 31 or federal grants received by the City therefor and other money of the City made <br /> 32 -3- <br />
