• <br /> { - ♦ . <br /> A department head is defined as one that is appointed by the Mayor, has policy <br /> making responsibility, appointing authority, disciplinary authority to suspend and <br /> budgetary accountability <br /> Section 11 - When Awards Shall Be Made: The annual grade adjustments shall be <br /> made each January. The merit incentive pay awards will be made effective each July <br /> 1st. In no case would an individual receive more than seven-and-one-half percent (T%) <br /> incentive pay within a calendar year with the sole exception of the Mayor's exceptional <br /> merit award. <br /> Section 12 - Funding of Incentive or Merit Pay: The departments, or designated <br /> fund or funds, shall include in their annual budget incentive salary money equal to at <br /> least three percent (3%) of their budget for salaries and benefits of those employees not <br /> covered by collective bargaining agreements. The money will be set aside in the same <br /> manner as money that is set aside for step increases in collective bargaining <br /> agreements. All merit pay awards will come out of this incentive pay fund but may be <br /> added to from other funds by special approval of the Mayor. <br /> Section 13 - Annual Adjustment of Salary Grades: The percent of money set <br /> aside and awarded for adjusting salary grades and employee pay shall be approved by the <br /> City Council upon the Mayor's recommendation. The annual salary adjustment shall be <br /> based upon a salary survey done each Fall by the personnel department of at least five <br /> (5) comparable public agencies and three (3) private agencies of comparable or larger <br /> size which are selected by the personnel director with the Mayor's concurrence. The <br /> annual salary survey shall be submitted with the recommendations to the Mayor at the <br /> end of each November. Special consideration will be given to internal consistencies. <br /> Individual classifications will be reviewed on an annual basis and the personnel <br /> director may recommend a greater or less-than-average increase due to the market <br /> comparisons or internal adjustments. <br /> Section 14 - Administrative Pay Practices: <br /> A. Types of Pay Categories <br /> 1. Exempt department heads <br /> 2. Exempt career service pay <br /> 3. Civil Service/career service pay <br /> 4. Civil Service/negotiated rate - Police, Fire, AFSCME, Transit, Crafts <br /> 5. Permanent part time <br /> 6. Part-time temporary <br /> 7. Day laborer <br /> 8. Library Pages <br />
