Y-Rated Positions: With regard to positions that are Y-rated above the <br /> maximum because of reclassifications or grade changes in the grade an <br /> employee's salary will be frozen for up to two years while the annual adjustments <br /> raise the maximum. The employee must go down to the maximum of the grade at <br /> the end of two years. <br /> Section 15 - Section Implementation: In 1981, the position comparisons and <br /> salary survey shall be submitted to the Mayor in October. No individual shall receive <br /> more or less in salary as a result of the assignment of a new salary grade unless they <br /> fall below the entry level. Copies of the position comparison and salary survey shall be <br /> distributed to all affected personnel after being approved by the Mayor. An appeal <br /> board shall be established by the Mayor to hear appeals on the recommendation for <br /> grade assignment and benchmark positions used in the survey.
