A Construction Stormwater Pollution Prevention Plan (SWPPP) needs to have construction plans as part of the drainage plan. This SWPP report will have a section that discusses the 12 elements as they apply to the project. The 12 elements that are part of a construction SWPPP are as follows: 1. Mark Clearing Limits: The clearing limits will be marked with silt fences on the west boundary near the limits of work. 2. Establish Construction Access: The existing gravel parking access will be used for the construction access. 3. Control Flow Rates: The site is quite permeable. The work will take less than a week and then replanted with grass/hydroseeded. No flows are anticipated to be detained other than the silt fences and that is a filtering process. 4. Install Sediment Controls: Prior to construction, erosion control measures are required to be installed. These will include, silt fence and limited sediment traps. 5. Stabilize Soils: The soils are Everett and Kitsap loams. From October 1 through April 30, no soils shall remain exposed and unworked for more than 2 days. Hydroseeding after construction will be conducted and mulching with straw on the disturbed areas. 6. Protect Slopes: There are 3:1 slopes that require protection. 7. Protect Drain Inlets: No drain inlets exist near the work area. 8. Stabilize Channels and Outlets: There is an existing road side ditch flowing south from the work area that will not be affected by the water main extension. 9. Control Pollutants: All pollutants, including waste materials and demolition debris, that occur onsite shall be handled and disposed of in a manner that does not cause contamination of stormwater. Woody debris may be chopped and spread on site. Cover, containment, and protection from vandalism shall be provided for all chemicals, liquid products, petroleum products, and non-inert wastes present on the site.
