A Construction Stormwater Pollution Prevention Plan (SWPPP) needs to have <br /> construction plans as part of the drainage plan. This SWPP report will have a <br /> section that discusses the 12 elements as they apply to the project. <br /> The 12 elements that are part of a construction SWPPP are as follows: <br /> 1. Mark Clearing Limits: <br /> The clearing limits will be marked with silt fences on the west boundary near the <br /> limits of work. <br /> 2. Establish Construction Access: <br /> The existing gravel parking access will be used for the construction access. <br /> 3. Control Flow Rates: <br /> The site is quite permeable. The work will take less than a week and then <br /> replanted with grass/hydroseeded. No flows are anticipated to be detained other <br /> than the silt fences and that is a filtering process. <br /> 4. Install Sediment Controls: <br /> Prior to construction, erosion control measures are required to be installed. These <br /> will include, silt fence and limited sediment traps. <br /> 5. Stabilize Soils: <br /> The soils are Everett and Kitsap loams. From October 1 through April 30, no soils <br /> shall remain exposed and unworked for more than 2 days. Hydroseeding after <br /> construction will be conducted and mulching with straw on the disturbed areas. <br /> 6. Protect Slopes: <br /> There are 3:1 slopes that require protection. <br /> 7. Protect Drain Inlets: <br /> No drain inlets exist near the work area. <br /> 8. Stabilize Channels and Outlets: <br /> There is an existing road side ditch flowing south from the work area that will not <br /> be affected by the water main extension. <br /> 9. Control Pollutants: <br /> All pollutants, including waste materials and demolition debris, that occur onsite <br /> shall be handled and disposed of in a manner that does not cause contamination of <br /> stormwater. Woody debris may be chopped and spread on site. Cover, <br /> containment, and protection from vandalism shall be provided for all chemicals, <br /> liquid products, petroleum products, and non-inert wastes present on the site.
