e ! � �� `- <br /> Transportation Planners and Traffic Engineers <br /> MEMORANDUM <br /> To: Michael Brick, PE—City of Everett Development Review Engineer <br /> From: Matthew Palmer,PE <br /> Subject: Northshore Christian Academy Pavilion II; Permit#B1612-008, GTC#16-270 <br /> Date: January 25, 2017 <br /> This memorandum is to address the trip generation and mitigation fees for the Northshore Christian <br /> Academy Pavilion II located at 5700 23rd Drive W which is located at the end of 23rd Drive W <br /> inside of the SW Paine Field Planned Action Subarea. The proposal is to construct 15,062 SF of <br /> private school in building F to accompany the existing buildings on the site. <br /> Matthew Palmer, responsible for this memorandum, is a licensed professional engineer (Civil) in <br /> the State of Washington and member of the Washington State section of ITE. <br /> Trip Generation <br /> Trip generation calculations you proposed for the Northshore Christian Academy Pavilion II are <br /> acceptable based on the information provided by the client and your use of information contained in <br /> Trp Generation, 9th Edition (2012) by the Institute of Transportation Engineers (ITE). The average <br /> trip generation rates for Land Use Code 536, Private School (K-12), were utilized to derive a trip <br /> rate for the PM peak-hour of adjacent street per 1,000 SF using the following rates provided per <br /> student: <br /> • AM peak-hour= 0.81 trips per student <br /> • PM peak-hour of adjacent street= 0.17 trips per student <br /> Taking these two rates, a ratio of PM peak-hour of adjacent street to AM peak-hour is calculated to <br /> be 0.21. The rate in ITE for the AM peak-hour per 1,000 SF is 3.54 trips per 1,000 SF. Therefore, <br /> the PM peak-hour of adjacent street trip generation rate would be 0.74 trips/1,000 SF (0.21 x 3.54 <br /> trips per 1,000 SF). <br /> Using this calculated trip generation rate of 0.74 PM peak-hour trips per 1,000 SF and the proposed <br /> 15,062 SF; the school would generate 11.2 trips during the PM peak-hour of adjacent street. <br /> 2813 Rockefeller Avenue• uite B • Everett WA,98201 <br /> Tel:425-339-8266 • Fax:425-258;292 E-mail: info@gibsontraffic.com <br />
