1 ORDINANCE NO. 7-/6, -,// <br /> 2 <br /> AN ORDINANCE declaring the establishment of water rates for the costs <br /> 3 of construction and maintenance and operation of the Lake <br /> Chaplain Water Filtration Plant and adding such charges to the <br /> 4 current City of Everett rates for water service and repealing <br /> Ordinance Nos. 535-78; 503-78; 485-77; 424-76; Section 2 of <br /> 5 Ordinance No. 493-78; Section 2 of Ordinance No. 361-75; and <br /> amending Ordinance No. 628-79 (EMC 14.16.740). <br /> 6 <br /> 7 <br /> 8 WHEREAS, the City Council of the City of Everett finds that in order to protect <br /> 9 the health of users of City of Everett water and to comply with current state drinking <br /> 10 water standards, it is necessary to improve the quality of Everett water by the <br /> 11 construction and operation of a water filtration plant and the City Council has called <br /> 12 for bids for the construction of the Lake Chaplain Water Filtration Plant in accordance <br /> 13 with plans and specifications prepared by Gray and Osborne, Inc., Consulting Engineers; <br /> 14 and <br /> 15 WHEREAS, it is necessary to establish a rate for the costs of construction and <br /> 16 operation of said plant; and <br /> 17 WHEREAS, Alderwood Water District has agreed to participate in the costs of <br /> 18 construction and operation of the said plant; and <br /> 19 WHEREAS, the State of Washington and the PUD No. 1 of Snohomish County <br /> 20 have agreed to contribute toward the costs of construction of said plant; and <br /> 21 WHEREAS, the City Council finds that the fixed rate for residential service <br /> 22 should be based on 1,000 cu. ft. per month and that the water rates of the City of <br /> 23 Everett should be adjusted so that the metered rate for 1,000 cu. ft. is equivalent to the <br /> 24 residential fixed rate, and vice versa; and <br /> 25 WHEREAS, the City Council finds that $.24 per 100 cu. ft. is a necessary, <br /> 26 reasonable and equitable charge to be added to the current water rates to provide for <br /> 27 the financing, construction, and operation of the Lake Chaplain Water Filtration Plant; <br /> 28 and <br /> 29 WHEREAS, the City Council finds that the current 25% surcharge on customers <br /> 30 outside the City limits should continue but that there should be no 25% surcharge on the <br /> 31 rate for the financing, construction, and operation of the Lake Chaplain Water <br /> 32 -1- <br />
