All single family residential uses, up to and including duplexes, <br /> triplexes and fourplexes, excluding the addition of a residential <br /> 2 garage or carport: <br /> 3 (1) Where in the opinion of the City Engineer, the existing <br /> street and alley improvements can adequately serve the <br /> 4 property in the short term future, in accordance with the <br /> published Administrative Guidelines shall be required to <br /> 5 provide a recorded L.I.D. covenant for a local improvement <br /> district for construction of street and alley improvements <br /> 6 together with all necessary appurtenances. <br /> 7 (2) Where, in the opinion of the City Engineer, the existing <br /> street and/or alley improvements are inadequate or no <br /> 8 public street and/or alley improvements exist: <br /> 9 a. Where ultimate improvements are, in the opinion of <br /> the City Engineer, not desirable due to known or <br /> 10 perceived physical problems, or, in the case of <br /> unknown plans for more comprehensive improve- <br /> 11 ments, encompassing the public right-of-way abutting <br /> the site, the City Engineer may allow that the <br /> 12 property owner provide interim improvements as <br /> described in Section 1, Paragraph G. In every case <br /> 13 where Interim Street Improvements are allowed, the <br /> property owner shall provide a recorded L.I.D. <br /> 14 covenant, for a local improvement district for <br /> construction of street and alley improvements <br /> 15 together with all necessary appurtenances. <br /> 16 b. In all other cases of inadequate improvements or no <br /> public street or alley improvements, full street <br /> 17 and/or alley improvements shall be required. <br /> 18 C. All owners of properties shall dedicate additional rights-of-way as <br /> necessary to complete the required street improvements in <br /> 19 accordance with City standards; provided, however, that the <br /> Developer shall still be required to meet the appropriate setback <br /> 20 requirements as well as all other applicable performance standards. <br /> 21 D. All improvements required above shall be extended as necessary to <br /> provide a smooth transition with existing improvements, both <br /> 22 laterally across the street and longitudinally up and down the <br /> street, for drainage, vehicular and pedestrian traffic. <br /> 23 <br /> E. For single family residential uses, up to and including duplexes, <br /> 24 triplexes and fourplexes, a neighborhood residential street shall be <br /> considered adequate as long as the existing character of the <br /> 25 surrounding streets and pedestrian facilities consist of an 18 foot <br /> asphalt surface and a 3 foot shoulder beyond the hard surface <br /> 26 street section. On arterial and high volume residential streets, a 6 <br /> foot shoulder shall be deemed as adequate, except where school or <br /> 27 neighborhood pedestrian routes exist or are anticipated, sidewalks <br /> shall be installed. <br /> 28 <br /> 29 is hereby amended to read as follows: <br /> 30 Section 2: Applicability <br /> 31 No building permit shall be issued by the City of Everett for construction <br /> 32 of any new building or facility of any kind or description, or in connection <br /> -2- <br />
