• . e . . • 1 Prior to suspension or revocation, the holder shall be given notice of the 2 proposed action to be taken and shall have an opportunity for a hearing before the City 3 Council. 4 Section 32: ENFORCEMENT. It is expressly the purpose of this code to 5 provide for and promote the health, safety and welfare of the general public, and not to 6 create or otherwise establish or designate any particular class or group of persons who 7 will or should be especially protected or benefited by the terms of this code. 8 It is the specific intent of this code that no provision nor term used in this code 9 is intended to impose any duty whatsoever upon the City or any of its officers or 10 employees, for whom the implementation or enforcement of this Code shall be 11 discretionary and not mandatory. 12 Nothing contained in this code is intended to be nor shall be construed to create 13 or form the basis for any liability on the part of the City, or its officers, employees or 14 agents, for any injury or damage resulting from the failure to comply with the 15 provisions of this code, or by reason or in consequence of any inspection, notice, order, 16 certificate, permission or approval authorized or issued or done in connection with the 17 implementation or enforcement of this code, or by reason of any action or inaction on 18 the part of the City related in any manner to the enforcement of this code by its 19 officers, employees or agents. 20 Section 33: SEVERABILITY.
