EXHIBIT"A" <br /> SCOPE OF WORK <br /> City of Everett Surface Water TMDUMunicipal Stormwater (NPDES) Permit Support for <br /> 2018-2021 <br /> Background <br /> Stormwater discharges from the City of Everett's municipal separate storm sewer <br /> system (MS4) are covered by the Western Washington Phase II Municipal Stormwater <br /> Permit (Permit). The Permit requires that the City comply with Total Maximum Daily <br /> Loads (TMDL) plans for receiving waters that were established before the current <br /> Permit was issued. The Washington State Department of Ecology (Ecology) plans to <br /> issue the next Permit in 2019. <br /> The City retained Brown and Caldwell (BC) to evaluate current and potential MS4 <br /> permit requirements related to impaired/polluted waters and TMDLs and help the City <br /> develop a strategy for addressing them. BC's findings and recommendations were <br /> described in a Technical Memorandum dated November 10, 2017. <br /> The City asked BC to prepare a scope and cost estimate for helping the City implement <br /> the initial recommendations contained in the Technical Memorandum, and provide <br /> additional NPDES/TMDL support if needed. <br /> Based on recent conversations with City staff, we understand the City would like BC to <br /> assist with the following: <br /> • TMDL Support <br /> o Review North, Wood, and Swamp Creek TMDL monitoring results to date <br /> o Revise QAPP for North, Wood, and Swamp Creek TMDL monitoring <br /> • Voluntary Monitoring Support <br /> o Summarize voluntary monitoring program findings to date <br /> o Perform B-IBI stressor evaluation <br /> o Prepare QAPP for E. Coli monitoring in TMDL creeks and Silver Lake <br /> o Prepare QAPP for voluntary monitoring program <br /> • Regulatory Support <br /> o Review and comment on proposed revisions to state fecal indicator criteria <br /> o Review and comment on the 2018 WQA <br /> • Microbial Source Tracking (if deemed appropriate based on TMDL toxicity source <br /> identification and evaluation results) <br /> 6/6/2018 1 <br />
