BC will retain Aquatic Biology Associates, Inc. (ABA) to perform a benthic stressor <br /> evaluation. ABA will review the results from the City's recent B-IBI monitoring. ABA will <br /> visit the B-IBI monitoring sites in the late spring or early summer of 2018 to evaluate <br /> suitability for monitoring and identify potential stressors. ABA will then prepare a brief <br /> memorandum with key findings and recommendations. <br /> BC will help City staff prepare a draft QAPP to guide the City's voluntary monitoring <br /> program. The QAPP will be organized according to Ecology's guidelines. <br /> The City will review and comment on the draft QAPP. BC will meet with City staff to <br /> discuss their comments. BC will revise the QAPP based on City comments. <br /> Deliverables <br /> • E-mail meeting summary <br /> • Memorandum documenting B-IBI monitoring site visit and stressor evaluation <br /> • Draft and revised QAPP text (30 pages) in electronic format. <br /> Assumptions <br /> • Two BC staff will participate in two, 2-hour meetings with City staff <br /> • ABA will spend one day in the field evaluating the City's benthic monitoring sites <br /> in the late spring/early summer 2018 <br /> • City staff will accompany ABA on the B-IBI site visits <br /> • ABA will prepare one draft and one revised B-IBI site evaluation summary <br /> memorandum <br /> • City staff will prepare certain sections of the QAPP (e.g., introduction, <br /> background, sampling location maps) <br /> • BC will prepare one draft and one revised version of BC's QAPP sections <br /> • The City project manager will consolidate all City comments on the draft QAPP <br /> Task 3 Regulatory Support <br /> Ecology is amending the state water quality standards for protection of recreational <br /> uses in accordance with EPA guidelines. Preliminary indications are that Ecology plans <br /> to switch from fecal coliform to E. coli as the fecal indicator bacteria for freshwater <br /> recreation. The draft revisions should be available for public review in the spring of <br /> 2018. <br /> BC will review the draft revisions and prepare draft comments for the City. We will <br /> participate in a conference call to discuss the revisions and draft comments with City <br /> staff. We will then revise our draft comments, which will be provided to the City in a <br /> brief Word document. <br /> Ecology is also working on its next Water Quality Assessment (WQA). The primary <br /> purpose of the WQA is to identify water bodies that are not meeting state Water Quality <br /> Standards and need TMDLs or similar clean-up plans. TMDLs.
