• <br /> -660: Use of Previously Prepared EIS for a Different Proposed <br /> Action <br /> -690: Use of Lead Agency's EIS by Other Acting Agencies for <br /> the Same Proposal <br /> -695: Draft and Final Supplements to a Revised EIS <br /> -700: No Action for Seven days After Publication of the <br /> Final EIS <br /> Section 6: ADDITIONAL DEFINITIONS <br /> In addition to those definitions contained within WAC 197-10-040, the following <br /> terms shall have the following meanings, unless the context indicates otherwise: <br /> A. "SEPA Guidelines" means WAC 197-10 adopted by the State Council on <br /> Environmental Policy. <br /> B. "Environmental Review Committee" means a committee of the City of <br /> Everett whose responsibility is to oversee environmental considerations of <br /> the City and make recommendations to the Everett City Council. <br /> C. "City" means City of Everett. <br /> D. "Responsible Official" means the person designated by the Mayor who <br /> shall carry out the duties and functions of the City when it is acting as the <br /> lead agency under this Ordinance. <br /> E. "Non-Discretionary Project" means a project which does not involve an <br /> action which would grant the applicant any development rights which do <br /> not exist within zoning of the property at the time an application for <br /> development is submitted and includes, but is not limited to grading <br /> permits, building permits, and demolition permits. <br /> F. "Days" shall mean calendar days unless specifically stated otherwise. <br /> Section 7: Integration of SEPA Procedures with Other Governmental Operations <br /> A. To the fullest extent possible, the procedures required by this Ordinance <br /> shall be integrated with existing planning and licensing procedures utilized <br /> by the City. These procedures should be initiated early, and undertaken in <br /> conjunction with other governmental operations to avoid lengthy time <br /> delays and unnecessary duplication of effort. A private applicant may, <br /> and is encouraged to, file a completed environmental checklist prior to <br /> the filing of an application for a license. <br />
