B. When required to be prepared, the Declaration of Significance or Non- <br /> Significance, the EIS, or a previously circulated EIS being utilized pursuant <br /> to WAC 197-10-660, shall accompany a proposal through the existing <br /> review process. <br /> C. Each department shall submit a list of licenses and procedures to the <br /> Responsible Official who shall indicate for each process or license the <br /> point at which the EIS or Environmental Checklist shall be required. <br /> Section 8: Timing of the Environmental Review Process <br /> A. The primary purpose of the EIS process is to provide environmental information <br /> to governmental decision makers to be considered prior to making their <br /> decision. The actual decision to proceed with many actions may involve <br /> a series of individual approvals or decisions. The threshold determination <br /> and the EIS, if required, should ideally be completed at the beginning <br /> of this process. The threshold determination and the EIS (if required) <br /> should be completed at the earliest point in the planning and decision <br /> making process, at which time, principal features of a proposal and its <br /> impacts upon the environment can be reliably identified. <br /> B. At a minimum, the threshold determination and any required EIS shall <br /> be completed prior to the City making any decision irreversibly committing <br /> itself to adopt, approve or otherwise undertake any proposed major action, <br /> as identified in Section 9. <br /> C. When a proposed major action is a proposal for either a governmental <br /> action of a project nature or a governmental action of a non-project <br /> nature, and the proponent of the major action is also the lead agency, <br /> then the maximum time limits contained in this ordinance for the threshold <br /> determination and EIS process shall not apply to the proposal. <br /> Section 9: Withdrawal of Negative Threshold Determination <br /> A. Except after a nonexempt license has been issued for a private project, <br /> the lead agency may withdraw any proposed or final declaration of non <br /> significance when new information becomes available to it indicating <br /> that the proposal may have significant adverse environmental impacts. <br /> B. The lead agency may withdraw any proposed or final declaration of non <br /> significance at any time when: <br /> 1. The proposal has been modified after the threshold determination, <br /> and such modification may cause the proposed action to have significant <br /> adverse environmental impacts, or <br /> 2. The negative threshold determination was procured by misrepresentation <br /> or lack of full disclosure by the proponent of the proposal, or <br />
