Revisions to the draft ordinance were based on <br /> direction from the Council as well as suggestions from EDN,which reviewed the draft while it <br /> was being prepared. <br /> If enacted,the Charter amendments would provide that a specific number of City Council <br /> positions would be elected by voters in districts. The other Council positions and the Mayor <br /> would continue to be elected at large. The district boundaries would be determined by an <br /> independent commission,which would be assisted by a professional"districting master." <br /> There continue to be two options, i.e.,five districts versus four districts, and this question would <br /> be placed before the voters.All other open questions have been resolved in this draft, and except <br /> for the number of districts,the proposed Charter amendments are the same as between the 5-2 <br /> alternative(now"Option A")and 4-3 approach(now"Option B"). This memo summarizes each <br /> proposed Charter section change,noting changes from the previous draft. I have also provided <br /> you with a redline showing those changes.All of the proposed Charter amendments are in <br /> Section 1 of the ordinance. <br /> Charter Section 2.1 Amendments <br /> Charter Section 2.1 would be amended to provide that either five or four Council positions would <br /> be elected from districts,with the remaining positions elected citywide. <br /> The first election of Council members by district would be in 2021. The transition process, <br /> starting in 2019, is handled by amendments to Charter Section 2.3, described below. <br /> The Charter Section 2.1 amendments provide for a nine-member Districting Commission, <br /> appointed first by January 31,2020, and then again by January 31,2022 and every 10 years <br /> thereafter. Each Council member, and the Mayor,would nominate one Commission member, <br /> and then the Council would confiiui the appointments of all eight following a determination that <br /> those Commission members are balanced geographically.
