Commission <br /> members must be City residents. <br /> The Districting Commission would develop a districting plan with the assistance of a qualified <br /> Districting Master. The Commission's plan would be final upon adoption. <br /> In most annexations,the City Council would allocate the annexed area among Council districts, <br /> adjusting district boundaries but not shifting any area already within the City from one district to <br /> another. In a year when the Districting Commission is doing its work(e.g., 2020 or 2022),the <br /> Commission would do the allocating. Also,if the Council determines that a large proposed <br /> annexation might result in any district population deviating from the average by more than 7.5%, <br /> an interim Districting Commission would be appointed. <br /> Charter Section 2.2 Amendments <br /> A Council member elected from a district would be required to be a registered voter in the City <br /> and a voter and resident of his/her district at least six months prior to the primary election date <br /> for the district position. District members of the Council must remain residents of their districts <br /> while in office, unless redistricting causes district lines to change before the completion of a <br /> sitting member's term. <br /> The updated ordinance draft makes it clear that a district Council member may run for a citywide <br /> Council seat, and vice versa. <br /> When one combines the redistricting schedule in the amended Section 2.1 with the six-months- <br /> before-primary provision of the amended Section 2.2,the overall schedule would work as <br /> described below,using the 2022 redistricting and the 2023 election as an example.
