' <br /> ADDENDUM TO <br /> MITIGATED DETERMINATION OF NON-SIGNIFICANCE <br /> SEPA#06-014 <br /> Benson Site Fill <br /> DESCRIPTION OF ORIGINAL PROPOSAL: The proposed action is to import and place clean fill <br /> to cap a site(up to 150,000 cubic yards)in the ASARCO lowlands with an average of 15-16 feet of <br /> soil. The proposal is part of a voluntary cleanup program through the Department of Ecology to <br /> address potentially contaminated soils. No specific development is proposed at this time. <br /> ADDENDUM: Revision-06/03/2011. Revised plans and SEPA application submitted to request <br /> placement of an additional 150,000 cubic yards of fill material on the southern portion of the site. The <br /> finished grade would have an elevation of 50 feet,rather than 32 feet as approved in the original <br /> application. This is shown as"Phase 1"on the site plan on file at the Planning Department. Future <br /> phases would place additional fill within a portion of the E.Marine View Drive right-of-way and on <br /> City-owned park property,both of which abut the site. Phases 2 and 3 will require additional approvals <br /> and permitting from the City of Everett. <br /> ADDENDUM: Revision—04/12/2016. Continuance of a previously approved expired project <br /> (SEPA06-014). The previous project,with the addendum in 2011, allowed 300,000 CY of clean soil to <br /> be imported and placed on the"ASARCO lowland site"under the Phase 1 plan. Not all the soil that <br /> was approved under that plan was placed on site.
