The report section for Minimum Requirement#5 does a good job addressing individual BMP <br /> feasibility. However, some of the reasons provided for infeasibility are inadequate to fully <br /> justify infeasibility.Please provide additional infeasibility justification for the following <br /> BMPs: <br /> Permeable Pavement: Use of infiltration rate as an infeasibility criteria requires a <br /> determination of infiltration rate using field investigation(PIT test). Under the new <br /> Ecology manual a classification of soils as Till is inadequate justification for an <br /> infeasibility determination. <br /> Response: Section MR#5 of both the 7030 and 7102 reports have been expanded to <br /> provide additional justification for infeasibility of the Permeable Pavement <br /> BMP.(See Soils Logs in Appendix A of Report) <br /> Bio-Retention: It appears that a selective placement of a bio-retention facility should be <br /> feasible on the site. Please provide further justification in support of this infeasibility <br /> determination or select a different infeasibility criteria. Response: Section MR#5 of both <br /> the 7030 and 7102 reports have been expanded to provide additional justification for <br /> infeasibility of the Bio-Retention BMP <br /> 2. The report section for Minimum Requirement#7 notes that the project is below the 10,000 SF <br /> threshold in the 2014 Ecology Manual. However,the City of Everett requires detention for all <br /> projects over 5,000Sf of effective impervious surface.Note though that this threshold is <br /> applied at the TDA level. Based on the information provided it appears that the project will be <br /> below the 5,000 SF level within each of the TDAs so flow control will not be required. Please <br /> update the language of the text to reflect this difference and the threshold determination. <br />
