undertaken these initiatives with the understanding that the City is committed to addressing
public safety challenges in downtown Everett as evidenced by the restrictions that have been
placed on new clinics in the Central Business District. If those regulations are rolled back or
eliminated as part of the Metro Plan, it would adversely affect our decision to move forward
with any future apartment development.
With respect to the Opus Bank Building, the changes and investments we are making are
completely aligned with the City's vision and goals for downtown Everett. We are excited to
unveil a new facade, upgraded interiors and amenity spaces,as well as ADA accessible features
such as a new elevator, bathrooms, and electronic door openers. While these changes will help
attract new businesses to Everett's urban core,we believe the potential siting of a new drug
treatment clinic at 2808 Hoyt Avenue will undermine our efforts due to its close proximity to the
Everpark Garage and the Opus Bank Building itself. We ask that you support our redevelopment
efforts by upholding the restriction on new clinics at this location.
Lastly, keep in mind that a revitalized downtown is critical to funding services for addiction,
mental health, and homelessness. Creating a vibrant urban core with successful housing, retail,
and business activity is an important part of expanding the tax base to pay for essential
community services over the long-term. By acting to relieve the intense concentration of social
services in Metro Everett through restrictions on new clinics in the Urban Mixed zone, the City
will help create the conditions needed to attract new business and investment.
Sincerely
A#1
di
Tr
Cr 3• otdal
President, Multi-Family& Retail Properties
CC: Mayor Cassie Franklin
Dan Eernissee, Economic Development Director
Allan Giffen, Planning Director
L.`
PAGE 2 ®M
