The downtown <br /> core already has more than its fair share of social services. <br /> Council is considering enacting a new Metro Plan. The growth and development in the <br /> Plan will not be possible as long as the concentration of social services remains <br /> unbalanced. <br /> Public perception of safety and cleanliness is everything. Attracting customers who will <br /> spend time and money in downtown Everett depends on it. The same holds true for <br /> investors and commerce. <br /> My husband Bill and I opened an upscale women's apparel boutique (Renee's) <br /> downtown Everett in 1994. We hoped downtown Everett would become a shining jewel <br /> in Snohomish County. We envisioned a place where,people from all over the northwest <br /> would visit, shop, eat,play and stay. For 23 years we maintained a clean and welcoming <br /> storefront outside, with quality merchandise inside to match. <br /> During that time,the City spent millions of dollars redeveloping the downtown core. <br /> Colby and Hewitt Avenues were updated with new sidewalks and streetscapes. The <br /> public transit station moved from downtown to Pacific Avenue. The Schack Arts Center <br /> and the Imagine Children's Museum grew and moved into new buildings. These <br /> amenities are now some of the busiest attractions in the county. Later Hoyt Avenue also <br /> received a facelift, and is now known as Everett's Arts &Festival Street. We also saw the <br /> development of beautiful new places to live downtown. <br /> Although we sold Renee's in 2016,we still own the building at 2820 Colby Avenue. The <br /> safety of our tenants and their customers is paramount. Our specific concern is about a <br /> drug treatment clinic that seeks to conduct business at 2808 Hoyt Avenue. <br /> This location is one block from the Everett Public Library,which is already challenged <br /> with loitering and drug activity. The Schack Arts Center, Imagine Children's Museum, <br /> and new living spaces are within a three-block area of the proposed clinic. A drug <br />
