EXHIBIT A Appointment Special Police Officer Whereas, Traci Youmans is employed as a digital imaging analyst for the Everett Police Department; and Whereas, the duties of a digital imaging analyst for the Everett Police Department include assisting Everett police officers in the investigation of crimes involving digital evidence and conducting searches of digital evidence pursuant to a warrant; and Whereas, it is necessary and appropriate for Ms. Youmans to be appointed as a special police officer with a limited commission so that she may carry out her duties in accordance with the law; Now, therefore, the Chief of Police hereby appoints Traci Youmans, digital imaging analyst for the City of Everett, as a Special Police Officer with limited commission as follows: A. Authority. As a digital imaging analyst Ms. Youmans is authorized to assist in Everett police investigations by means, including, without limitation, the recovery, review, processing, analysis and report of digital related evidence, pursuant to a search warrant or otherwise. B. Limitations. 1. As a special police officer, Ms. Youmans is not authorized to effectuate any arrest for any violation, or to issue any citation. 2. Ms. Youmans is prohibited from carrying a firearm in the course of her employment as a special police officer for the City of Everett. 3. The authority conferred upon Ms. Youmans as special police officer shall not vest her with any police civil service or police pension rights under federal law, Washington state law or under any ordinance or regulation. 4. As a special police officer, Ms. Youmans does not have any other authority inconsistent with her appointment. C. Term. This appointment as a special police officer with a limited commission for the Everett Police Department shall begin on the date it is executed and 2
